a: They should allow it, as they are a public institution that must allow the 1st Amendment
3. What are "content neutral" rules?
a: They are that the institution would give the same answer to any group.
4. In what ways might there be conflict between school officials and the group requesting to speak over the site of the event?
a: the school must provide an alternative, and if the group doesn't find it reasonable they can sue.
5. What financial issues might the speaking group have to be responsible for?
a: Police overtime, cost of cleaning the area afterwards, etc.
6. What happens if the group cannot pay this additional cost?
a: the school must pay the costs if that is the case
7. What restrictions are legal concerning what the speaker can actually say?
a: speakers can not implicate that they desire imminent danger to people
8. What can the crowd do to limit the speakers?
a: crowds are legally allowed to drown out the speaker or jeer them on
9. Under what circumstances can the police shut down the entire event?
a: If the speaker is under threat of being hurt by their own crowd they must be protected.They can also arrest the counter/pro protesters to the event.
